Minnesota's Qualified Production Facilities

A Qualified Production Facility is defined as a Minnesota-based production facility that has maintained continuous operations at its current location for a minimum of 12 months.
Eligible facilities may include sound stages, production studios, audio recording facilities and post-production houses.
Enrollment as a Qualified Production Facility is offered at no cost and is intended to recognize organizations that contribute to the growth and expertise of Minnesota’s film and television industry.
Minnesota Qualified Production Facilities provide meaningful benefits to producers working in the state. Most notably, projects utilizing a Qualified Production Facility are exempt from the standard cap on above-the-line (ATL) expenditures.
Under current program guidelines, qualifying above-the-line costs are limited to $500,000 per position. By partnering with a Qualified Production Facility, studio clients and producers may eliminate this cap entirely, allowing greater flexibility in budgeting, contracting and creative decision-making.
